Looks like a Bulldog to me. I suspect its misalignment occurred subsequent to its manufacture. At least I have never encountered one in that condition.
My purchases of Bulldogs are limited to NOS, essentially mint.

Right now central KY is under a tornado watch for a couple of hours. Severe weather caused significant damage earlier to the north of us.
