If I had to guess I would say that the material was improperly mixed and caused an improper curing of the plastic. Having worked with resins while employed at a Corvette repair shop if you mixed in too much catalyst with the resin you would create a phenomenon where the outside would cure first and...

I had one a few years back same as yours in box and all. I didn't pay more than $30.00 for it at a garage or moving sale in the Catskills...I gave it to a friend but it was kind of cool.
