Looks like someone took an old Frost or Parker lockback whittler from Japan and turned it into a "Winchester."

He has been discussed in the past. So he has at least three different seller names. Two on eBay and one here. He’s another that when I see the seller name I just pass on by. I won’t buy from them even if the item is legit.

I'm with you Ken. He has three absolutely terrible fakes for sale on eBay now.
