Pretty sure this ain't a Cattaraugus, and I'm sure it didn't come out of New York, or heck, even the US. Japan?

Pretty sure you are right and it is Japan. NCCO is Novelty Cutlery Co - I think and at some point in the late 1980's or early 1990's SMKW, Parker - Frost or their predecessors owned that trademark. They made leg knives with the Remington / USA tang stamp on the front and a stencil on the back of the blade that said Japan. You could wipe that off with solvent. It's likely this knife had Japan on the back of the blade and that has been removed. Here is a similar one there are others that come up in a search.
