No it's called a "rase" or "race" knife or a timber scribe. Used for marking timbers or crates or barrels. Like we use heavy keil crayons or spray paint today. They were common 100 years ago. Many are New York Knife, Camillus, Catt's, Robesons with wood handles. The brass one's could be for maritime use. Probably haven't been made for quite a while. Take my turn. J.O'.
