Quite possibly from Pakistan. I have had knives with those handles and blades were marked "Pakistan". Possibly an older Chinese knife; "older" = about 20 or more years.
"Solingen Steel" should refer to steel manufactured in Solingen Germany but it is seen on many low end knives and i doubt the blade steel was ever in Germany. But it does not really matter. What matters is: can the edge be made sharp ? and does it remain sharp after some use ?
Note: i am guessing and could be wrong. Where a knife was made is often difficult to discover.
