It is either British or German. Is the tang marked with a manufacturer's name ?
We need a clue of some sort. But i will make a guess: Jos. Rodgers & Sons.

The tang stamp is not Jos. Rodgers and Sons, but you are very very close.

Kj, I probably should have given it to you when you said Jos. Rodgers.
This one is actually stamped:
On main blade.
RODGERS
CUTLERS TO
HIS MAJESTY

On the secondary blade.
No. 6
NORFOLK ST.
SHEFFIELD

Both blades have the star and cross
ENGLAND is also stamped on the main pile side.

Found one, a U.S.A. knife: 2 3/4" four blade Senator, all blades marked, tortoise handles with tip bolsters and milled center liner.
This is an old one and i'm sure it was considered a 'fancy' knife in it's day.
The marking is one used by a large West Coast wholesaler and includes the words "Knife Co.". As there is no country of origin on it, likely it was made in USA.

This one is a bit obscure so i'll give a hint: think of the seasons and of water.

Sorry, not A&F.
Goins gives the dates for this marking as "c. 1893-1920".

Yes ! Knife is marked: "Spring-/Brooke/Knife Co"
Goins says this is a marking used by Dunham, Carrigan & Hayden which is described as a "very large wholesale house in San Francisco, 1848-1964" that dealt with "all types of cutlery" and used numerous trademarks including "Springbrooke Knife Compamy".

Not Ambassador. Mark is a well known wholesaler/supplier, not the maker. J.O'.
