It almost looks like Rodgers bone jigging but in red or my second guess would be 2nd cut?

Anytime, yes, the red Rogers didn’t appear until the XX 1940-64 period.

So does that mean this particular Knife was probably closer to 1940 than 64?

No way to narrow the year produced that I am aware of so 1940-64 is as close as I can get.

Could someone educate me further by explaining the most identifiable aspect of Rodgers Bone? What makes it pop out as Rodgers bone at first sight?

You have to handle lots of knives and see the difference. No substitute for it. Look at a lot of EBay listings will help but unfortunately a lot of them are listed wrong. When you have a question about a particular knife just ask. Soon you will pick it up. As far as I know it is Rogers Bone, not Rodgers Bone.
