It is a scout/utility pattern probably made by Camillus(judging from the spiral leather punch)or possibly Schrade. The company that assembled it is the Jewelry & Cutlery Novelty Co. They would buy so-called,"skeleton knives"(ones that had no scales)and add their own scales.Usually they made only small watch fob knives although I have a pull ball switchblade made by Schrade that is stamped with the J&CN logo. This is the first utility pattern I have seen by them.Sorry I can't help you with the buildings;have you tried examining them under a loupe to see if there is any lettering on them? The scales are probably stamped brass that have been silver plated.
EDIT: One of the buildings looks a bit like Independence Hall in Philadelphia.

I found the same knife in my mother's house last week. Except this one doesn't have the lines on the awl. The reverse side of mine has my uncle's name engraved in block letters. He passed away of a heart attack in 1962 at the age of 42, so that would narrow down the time frame of when the knife is from.

Goins' book says c. 1937-1948. A mark used by P.J. Cummings of the Jewelry Cutlery Novelty Company of North Attleburro, Massachusetts.
If I have seen further it is by standing on the shoulders of giants.
