Nut Picker

I think this is a nut picker. I picked it up in England recently, at a small outdoor market shop. The fellow who sold it to me didn't know anything about it. It was next to a nice condition Richards knife so I bought them both.

Can anyone tell me anything about this? Age, and if in fact it is a nut picker, or if it has a cooler name. No markings on it, it’s plated with silver?, and I think the handle may be ivory.
