Looks like a head knocker that the Pawnee Indians once used.

I've never seen anything like it. Maybe something ceremonial? I hope someone has an answer because now I want to know.

Kinda hard to tell without knowing what it's made from, but if it's carved wood, it could be a drum mallet/stick.

I've seen, on film, something similar being used to keep flys away in Africa.

If you have ever watched the movie Dances with Wolves, there is a scene where the pawnee use these in a raid on the Lacota Sioux tribe.

Here's another one, but no indication if it is authentic.

I don't blame you, it looks like a scalp on a stick.

I'm thinking all wood with horse hair held on by some rawhide with beadwork. Where's Antiques Roadshow when you need them?
This picture is enhanced some. Take a look.
For posterity, this is the picture in the OP's link.

Edit: I'm siding with Rob. Drum stick. Doesn't look sturdy enough to be a war club and there's no stone on the end (not that there has to be). ::shrug::

What?:
Not saying it is one of these only a chance. Years ago I was told that Indian warriors used stick type devices to count their coup with. Each scalping or kill or battle would amount to a notch or decoration on the "Coup Stick" . I am sure you could look it up on Google. There were different types for tribes, importance, areas etc.

I agree, Coup counting stick. I forget if it was in the book "Walking Dove" or another old western book. But, many tribes thought it took a much braver warrior to touch his enemy. Anybody could shoot them from far away, bow or rifle. Puts a whole new meaning to "Reach out and touch someone."
