Kind of a mystery maker as Packwood died in 1799. He was most famous for his razor strops and outrageous advertising of the same.
"Silver Steel" came along in 1818 so the razor post dates that. Some say the "SHEFFIELD" under the name denotes 1830's.
The "stub tail" had pretty much disappeared by the 1840's. These razors resemble Wade & Butchers of the same era very closely. Maybe W&B made 'em. Nobody knows for sure.
No wedge in the scales.

Neat old razor, gonna be a bear to hone. Hasn't had a lot of use. It'll cut arm hair now but it ain't sharp enough to shave with. It'll be fun to get it shaving again.
Got it soaking in mineral oil now to try to save that dried out horn the scales are made from.
