I was given my Dad's old toolbox and found this folding knife inside. I removed some of the rust, managing to unfold the blade. There are no markings to identify it other than I think "FOREIGN" is stamped on the base of the blade . I am going to try and restore it and would love to find out anything I can about it.

What you have is an older manual opening humpback closing stiletto. They are common but still very cool! If it does read "Foreign" on the tang it may be a model that was meant for export only, but that is strictly speculation on my part! Great knife if you live in an automatic knife restricted country!
