There is a Tandy leather store in Tampa. I have a saddle maker near by I buy scrap pieces from, it may be worth looking around your home town for that or a boot/shoe cobbler.

Many Hobby Lobby stores carry some leather.
You might buy the cow cheaper than a roll of good veg tan of decent size, but I have found bags of scraps & offcuts at a decent price. You have to pick through the bags, as much of it is chrome-tanned leather that is too soft for sheaths. It is made more for clothing, things like that.
Jesus is life.
Everything else is just a hobby.

I use these online suppliers for vegetable tanned leather:

They all carry small pre-cut panels (various sizes) and the quality is usually pretty good.
Hope this helps!
