unknown stamp...germany

a german made pen...
odd thing..it appears the stamp was placed on a larger tang...then the blade worked down to size...?
what ever the reason, the stamp runs off both edges of the blades...
pile side stamp is a H with a tulip centered...inside a sunburst.
ivory, missing the pile side scale.
