All About Pocket Knives

OK guys, we have an edjumacated group here, my uncle found this in an old family barn and has no clue what it is, and I'm lost too.

This came off a dairy farm, if that helps any.
The metal part is spring loaded and "teeth" go into the "T" at the end. The hoop pivots freely around the pin.

Background is standard chain link fence for scale.

Any ideas?

Are you tryin' to tell me that down thar in Caintucky, your bulls don't mount your cows from the back and your stallions don't mount your mares from the back? What a strange place. No wonder they put the Ohio River in between Caintuck and the civilized world.

All joking aside, I thought maybe they used it to keep livestock from mating until they were ready. Maybe so they didn't have to keep them in separate pastures. Turns out the device is to keep them in their own pasture so maybe that's one of it's uses in a round about way.
