When did the fda regulate butchering?

I am trying to determine when most manufacturers stopped manufacturing/importing carbon steel butcher knives and the commercial use of wood handles and cutting boards ceased in the USA and figured if I could determine when the FDA regulated the use of these types of tools that would give me a general idea of when most commercial butcher knife manufacturers ceased making carbon steel, wood handled knives.

The FDA does not regulate slaughter houses. It is the USDA. The following may be helpful: "The U.S. Department of Agriculture's Food Safety and Inspection Service regulates aspects of the safety and labeling of traditional (non-game) meats, poultry, and certain egg products.
