Case Classic whittler

I have a Case Classic Wharncliffe whittler,#6355 (1992) that has a long-tailed C engraved on the obverse pivot bolster. Above the "tail" of the C is marked 00. What does that 00 stand for?

Supposed to be a serial #.I have seen classics with 0,00 and 000 serial numbers. I have been told that you could get any number you wanted on them.With 0 people think they have the first on produced.I would seriously doubt it.
