Canadians Purchasing Knives from Other Countries BEWARE!

I have no idea how many AAPK members live in Canada (I know of only one: kootenay joe), but this notice from AKTI should be of interest to anyone living in Canada who has knives shipped across the border from another country. (Because we all know what a dangerous and potentially lethal weapon a Kershaw Skyline is!

So the knives are legal to possess and sell in Canada, but a bureaucratic agency of the Canadian government has decided they will confiscate said knives to prevent their import into the country.

How absurd!!!
George Orwell warned us this was coming.

I import knives into Canada several times every year.
Mostly I import traditional style multi bladed pocketknives, which I modify to make them better for whittling, and then sell them to my students and internet customers. I have on occasion, imported some one handed modern folders, and some non folding knives and blades which have application for my bushcrafting courses.
A few weeks ago I was doing my paperwork for the importation of a shipment of knives at a nearby border crossing. When it became apparent that I was bringing knives, I was told that they would have to be inspected. I have had my shipments looked at briefly maybe two times before in over 20 years of doing this. I was further told that no knives that could be opened with one hand would be permitted in the future.
My response was: "Somebody in Ottawa does not have enough to do." It is sad to be governed by bureaucrats that are idiots. We already have totally absurd firearms regulations in Canada, and now some dolt, I suppose, has looked at what they have done in Britain and thought that this would be a good idea, and no one apparently in this agency has enough sense to tell said dolt that he is a dolt and to stop harassing people who are not causing anyone any problems.
I really do despair for my country. Utter fools are running things, and even bigger fools are voting for them.

There is nothing going on that is new or different. This "Knife & Tool Institute" must have ulterior motives. I wonder if there is a NRA association ?
Flickable knives have long been banned in Canada but it is rarely enforced. About 2 months ago the Canadian Border Guards were sent notice reminding them about flickable knives. Most border guards will ignore it if you are crossing by vehicle. Postal Customs hardly ever open packages.
Things here are Business as Usual. There is no new threat to knives in Canada.
There is a lot of "news" on line that is really propaganda trying to get a reaction from the reader.

It would be wise to actually read the information provided in the OP link. Then you can decide for yourself whether a change by bureaucrats in the way the existing law is interpreted is "business as usual", or not. Indeed, a shipment of Kershaw Skyline knives was in fact confiscated by Canadian authorities. On appeal, the authorities upheld the seizure and justified it based on a revised test of the knives' function.
Impact of CITT’s Decision
Ultimately, the CITT, in its decision, elected not to establish a new test, but instead applies the current test in what is unquestionably a more rigorous manner, despite asserting that the current test “has sufficed for over twenty years.” In its decision, CITT defines the centrifugal force test as determining whether “a simple and brisk outwardly flick of the wrist releases the blade from the handle into the fully ejected and locked position.”
However, in testing the goods in question, the CITT admits that to open the knife, a “flick of the wrist is accompanied with minimal manipulation by the thumb of either the flipper or other non-edged parts of the blade, such as the nail nick, to overcome the initial resistance.” Although the CITT claims that it “has ruled in prior cases that a knife may still open automatically by centrifugal force even if it requires some preliminary or simultaneous manipulation of a flipper or part of the blade,” this assertion conflicts with the experience of stakeholders on both sides of the border. As such, CITT has essentially created a new test that has little basis in Canadian law.
In essence what was formerly a simple "flick of the wrist" test was arbitrarily changed to "a flick of the wrist accompanied by manipulation by the thumb of......the flipper or other non-edged parts of the blade....to overcome the initial resistance."
Business as usual?

It was a senior Canadian Border Services employee who told me "business as usual" as far as border services go. The border guards have always had the right to use their own discretion and will continue to do so.
Importing of items for sale in Canada goes through Postal Customs who also are entitled to use their own discretion. Those who would confiscate previously will continue to do so. Those who see no problem with 'flickable' will most likely not confiscate.
Governments send a great many instruction updates to employees with little effect. What is allowed to enter Canada that fall into 'grey areas' is up to the individual agent. Same people now as before this 'update'.
It has always been recommended that pivot screws be tightened before knives are shipped.

All I can tell you is that the Canadian Border Services individual that I spoke to and several other members at the Osoyoos border crossing are taking this directive seriously, and do not intend to let ANY knives that can be opened with one hand through.
If "nothing has changed" why is there a new directive?
I am not reassured by "most border guards will_____"
In the past, I have often been asked if the knives I Am importing are "Switchblades." The definition of a switchblade in Canadian law does not include one handed openers, or even assisted openers, so I have always been able to say honestly that I was not bring in switchblades. I also have a copy of a letter that specifically allows Kershaw Speed Safe knives to enter the country. I plan on showing this letter the next time I am at the border and see if anything has changed in regard to it.
I know that if I had been importing one handed opening knives that day at the border, that they would have been stopped and possibly confiscated, because the CBS officer told me so. That would have cost me money. It most certainly will keep me from attempting to bring any across in the future.

I really hope that you are not buying into the politically correct rhetoric that the NRA has "ulterior motives." That kind of thing gets promoted by absolute nutbars that believe that the NRA is complicit in school shootings, which is as idiotic as believing that Toyota is complicit in drunk driving.

I think I would probably march in a protest against knives as well if they were made like the one shown on the sign that has a backwards handle. Notice that the finger choils on the handle are on the same side as the spine (not the cutting edge) of the blade. I'm 100% against knives that are made backasswards like that one...that's just plain criminal right there, pure & simple. There really ought to be a law against that (as well as protesting against something you obviously know nothing about--that young lady probably should have stayed in Art School)!

Unfortunately, Joe, there is a significant amount of "new" stuff going on and "Business as Usual" has changed for the worse.
Over on BF, there have been numerous instances reported of knives that are perfectly legal per Canadian LAW being confiscated under this "new" interpretation. In the Knife Laws section, there are at least 5 separate threads active right now. There is at least 1, if not 2, petitions being circulated for Canadians to sign protesting the new interpretations.
One of the petitions has an MP sponsor, MP Matt Jeneroux, where ever in Canada he represents --- the link to his petition from a BF thread -
https://petitions.ourcommons.ca/en/Peti ... ion=e-1552
AKTI does NOT have "ulterior motives". AKTI has ZERO input into anything that the Canadian Border and Customs Services are doing. AKTI is simply advising folks of the new state of affairs, re: importation of knives into Canada.

Mr Chips, if the border guard you encountered was inclined to confiscate your knife he would do so both before and after this new 'directive' or whatever it is called.
The last about 10 years has seen an explosion in the field of tactical knives and how fast you can get the blade open. Lots of new designs with springs, pivot bearings etc make these knives open as fast and easily as a full auto. I think the government was practicing "CYA" (Cover Your Ass) sending out a meaningless directive so they can show they are up to speed with all these fast opening knives. I say 'meaningless' because the individual border guard gets to decide. The terms are still open to his/her interpretation. If you cross south of Vancouver i am told the guards are so busy they don't ask any knife questions and only start to charge you tax if you are bringing in $1000 or more worth of knives. They are supposed to charge for over $100.
The NRA is in the business of promoting gun sales. The more guns in a society the more people get killed with guns. This is based on worldwide statistics. Most countries register both guns and homicides so the numbers are not hidden.

Zzy, of course AKTI has it's own motives. They are trying to create turmoil and division. Don't be so gullible so willing to believe whatever your read online. 90% is designed to manipulate. After 10 years of reading GB&U in BF i realize that many who claim 'knife confiscated' are not telling the whole story. BF'ers love to make molehills into mountains.
Let's see in a year's time if any of the few knife dealers in Canada are having trouble get the knives they want and were formerly able to buy.

KJ,
You couldn't be more incorrect about the NRA. Your statement is reflective of typical liberal propaganda. The NRA's only purpose is to protect my rights and any other American's rights to possess firearms in accordance with the 2nd amendment to the Constitution of the United states of America.
I doubt your assertion that the more guns in society the more people get killed with guns.

KJ, I really enjoy seeing pictures of your knives. I also learn from your knife knowledge. But when it comes to American politics, the NRA and AKTI your knowledge is seriously lacking. Kind of like me doing open heart surgery.

When I import knives for resale, I am required to fill out a form with the details of where the knives are made, how many, value etc. Failure to declare a commercial shipment will get you in a lot of trouble. 200.00 or 2000.00, that form gets filled out EVERY TIME. I pay GST every time too.
This is the FIRST time in over 20 years of doing this that I have been asked to bring the knives into the building, and the reason given was the new directive. It is incorrect to say nothing has changed. Something has changed. It isn't for the better.
The idea that the individual border guard gets to decide, (which may well be true) is a recipe for disaster. At some point, it should make absolutely no difference what the border guard thinks or wants, if the law is being followed, there should be no problem.
30 or so years ago, I imported a handgun into Canada, which isn't as hard as you might suppose. I had all of the ducks in a row. The border guard tried desperately to find something wrong with this but couldn't. He had to let me in with it.

Good point Ray. In reality they should probably have been in the off-topic section anyway is it's really not about knives it is more of a political topic.
I will move the topic to the off-topic forum and people can continue the discussion if they wish.

Although I'm hesitant to do so, since we've already been taken off of the OP topic of knife laws, I will not let these typical liberal talking points go unchallenged. They are at best misinformed. For the record I do not expect to change the mind of the person who posted the statements. I want to provide some facts concerning those statements. After which you can decide for yourself.
The NRA was founded to promote shooting sports and teach firearm safety. The NRA was forced, in response to liberal gun-grabbers, into creating an arm of the organization to protect the Second Amendment rights guaranteed all U.S. citizens. The NRA has never promoted gun sales. They do promote the rights of law-abiding citizens to own guns. The NRA has always advocated preventing criminals from buying and owning guns.
The statement "the more guns in a society the more people get killed with guns" is false. Here below are the facts. Click on the charts to enlarge.

- Gun ownership per capita vs homicide rate (all causes) per 100,000

- U.S. Below average firearm homicide rate
It should be noted that many countries included in this data do not report firearm homicides as rigorously as the U.S. For example Britain reports only those homicides that resulted in arrest and conviction, whereas the U.S. data includes all firearm homicides. If the U.S. reported the same way as Brittain, the number of U.S. homicides shown in this data would be reduced by over 40%.
The U.S. has by far the highest number of firearms per 100,000., but the U.S. gun homicide rate per 100,000 is below average.
I find the last two charts of particular interest given all the rhetoric from liberal politicians and their media sycophants stating the U.S. "leads the world in mass shootings". Unadulterated lies.

- U.S. number 11 WW in death rate from mass shootings

- U.S. number 12 WW in frequency of mass shootings
The one statement we can agree on is "the numbers are not hidden". But you do have to look carefully at what you read. For example the NY Times ran a headline stating more guns lead to more gun deaths. (Sound familiar?) However if you bothered to read their data published under the headline, it said otherwise!
