Tang Stamp Assistance

I don't know if this knife is USA, European or from any other foreign country. Does anyone recognize the tang stamp (partial) on this knife? The knife appears to have brass bolsters and mother of pearl handles. It measures approx. 2 1/2" long, closed. Approx. 5" long, both blades open and approx. 1/4" wide. The second line appears to say CUTLERY. ::shrug::

I checked Goins but couldn't find anything that looked close except Thiers cutlery. Thiers is a town in France. I don't think that's it though. ::shrug::

goins 2 has----the eagle hardware co.-made in germany...with g-1920-40...
