Odd looking scissors, anyone know what they're for?

Those are applique scissors. They're for cutting fabric very close to stitching that attaches to another layer of fabric below it. It's really difficult to describe but if you google them you'll likely find some videos that show them in action. You hold them with the handles curved up so that the paddle blade is on the bottom.
