Rockwell Test Block

I have had this "Rockwell Test Block" for some time. The pouch it came in is disintegrating and the instruction sheet is stained and hard to read.
On the front side of paper is "Calibration" and "Inspection". Looks like it was tested three times: the first number is Calibration and the second, inspection: 63.2 / 63.5, 63.4 / 63.2(?), 63.4 / 63.3.
One side of this round 'block' is covered with tiny 'dots' (divets ?) and the other side only has 3 near the center.
Marked on the rim is: "Registered Rockwell U.S. Pat. Off. and then a cursive "C" followed by 62.8 +/- 0.5.
How is this block used to test for steel or blade hardness ?
