New Buyer Unable to Complete His Purchase

Bryan,
I am trying to help a new buyer complete his purchase but he is unable to get it done. When the page with 6 steps comes up, he cannot get past Step 2. He is a member but is not signed in.
When he gets to Step 2, there is no drop down or little dart. It is a dead end.

I don't think that would be a factor because people who are not members can purchase from our stores. At least that is my understanding from Bryan's postings before the new format for the stores was activated.
