Question for eBay sellers

I have no personal experience with this but I have been told more than once that an eBay seller will “take a hit” from eBay if they don’t ship within their stated time frame.
Assuming that is true, does the item actually have to ship in the stated timeframe or does creating a shipping label qualify as being shipped on time?
I am asking because I have an item that was supposed to ship the next business day which is today. So far, only a label has been created. I expect it to update later this evening to show that USPS actually has the package but this just makes me curious how eBay would handle it if it didn’t.
Would the seller be off the hook just because he created a label in time?

I always thought that the shipping obligation was met when a tracking number was obtained and the package was in the carriers custody and not before. Pre- shipment means that postage has been purchased and a tracking number is available but the package isn’t in the carriers custody.

That makes sense. That’s the way it should be but it made me wonder. My package is in fact on Pre-Shipment status on the USPS website. I got a notification from eBay but it only stated that the seller is packing my item and it provided a link to track it. I assume that means that eBay is aware that USPS doesn’t have it yet.

Rick, they do knock you down on internal ratings that they give you. And of course if you leave feedback that is not flattering, that is a ding. I’ve only had this happen a few times where the seller took longer to ship than stated but I didn’t make big thing of it because I eventually got the knife, but it is annoying. I did have a knife that was never shipped. When I opened a case with eBay they were quick to resolve it in my favor and give me a refund. To my surprise he came along a few days later and offered me the knife again at the same price. I didn’t respond, since I couldn’t think of a kind way to tell him what I was thinking, which wasn’t kind.
If it takes too long for him to ship, then reach out to eBay. They keep track of these things and will step in to prompt him to ship.

Thanks, Mark. I am not too concerned about my package shipping on time. I want it as soon as possible of course but I know I will get it eventually.
Your first sentence confirms that they do in fact knock sellers down for not meeting deadlines but do you know whether or not the seller met the shipping deadline by only creating a label?

eBay provides multiple performance metrics from two different types of monthly evaluation, both based on recent sales:
In the seller standards evaluation, eBay measures individual performance on factors within a seller's control – such as sending items on time – to determine their seller level.
In the service metrics evaluation, eBay looks at sellers' performance in the context of a 'peer group' – sellers with a similar profile – to identify those who have significantly higher rates of buyers reporting problems with their orders.
From what I know eBay performance metrics and requirements are intended to encourage good selling practices so that buyers can shop with confidence vs, dinging the seller.

Thank you, Tom. Very informative and I think I get the gist of it.
If I remember correctly, I have the option of rating shipping time when leaving feedback by selecting a number of stars. If the tracking does update to Accepted later tonight like I suspect it will then I will select the highest number of stars. The longer it takes, the less stars I will select.
If I am understanding your post correctly, that should be an entry into the metrics that you speak of and it will help eBay know if the seller is shipping on time or not.

I think it's all based on your setting. If you want the Top-Rated discounts, then you need to have the item post marked within 24 hrs. There are exceptions like holidays and weekends to that. If you don't care about the discounts, then you can stipulate your shipping time within reason. This is from my seller's hub and so long as I don't go over 3% late, then I keep the discount on final fees.
Late shipment rate 1.94%

Top Rated 3.00% or less
Transaction period: Nov 01, 2024 - Oct 31, 2025, get full report- Late shipment rate - If we evaluated you today
If you ship on time and upload validated tracking or your buyers tell us the shipment was on time when they leave feedback, you're all set.

I think Bob covered it very well. I do not know if they consider it shipped if a label was produced or not. I can’t imagine that they would since eBay tracks the shipping of packages where the label was purchased directly from eBay. They have the technology to determine if it was just a label and no shipment or a label and delivered to the shipper.
I would think that the seller would also be sent reminder emails about the shipment if it wasn’t delivered to the shipper. I have never been late shipping an item so I can’t speak from experience.

Let me pass this along FWIW, and that it may help others. At least in central Indiana when you go to a rural post office and you see a mailbox outside you think this is the same as taking the mail inside and go ahead and use it. That is not the case at all. Even though the mailbox has a daily pick-up time posted on it. Those outside mailboxes are serviced by contract carriers and not USPS employees. A contract carrier cannot post mark mail, only a USPS employee can. On a Friday I was running here and there and had 3 eBay items to mail. I stopped at a small post office and dropped them in the outside box thinking all was well. Those items were not post marked until the following Tuesday in a bigger city 50 miles away. I knew this would affect my eBay DSR numbers and called the post office to ask what was going on. She explained this contract carrier set up to me and though it seems strange I think it is right. On the other hand, the main post office at the county seat has outside boxes and they are emptied daily by postal employees and post marked the same day. I learned this the hard way and the system may work differently in other places. Just be aware if you're mailing time sensitive material.

Interesting post. My knife shipped from a location that could be considered “central” Indiana and it’s in Indianapolis now. But the seller’s name is not Bob.

This sounds right Bob. We try to never leave a knife for shipping in an outside box. Seems to me this is where an unscrupulous person could take it and the post office wouldn’t be able to track it since it wasn’t logged in. I have a customer in Alabama that is a judge and he said down there are criminal gangs that rob these boxes regularly. Some even have keys that were duplicated by a postal employee who gets a cut of the loot. After he told me this, we decided that we would only use the outside boxes as a last resort and only at locations where it is monitored by the post office, like right in front of the post office where it’s visible at all times. It’s gotten to where you can’t trust anyone any more.
