An old unknown stamp.

Had this one for awhile. Dont recall where it cane from but l thought to restore it once. Stamped NCIF on the tang; embossed covers have an image of a standing woman and a bird next to her(maybe a sea bird). Other side has the dates 1871-1921. Any ideas on the stamp or figure?

Probably a Goddess in the picture. In many mythologies geese are scared.

The dates look factory made as opposed to 1 off hand engraving. Which means it is for a specific event

I found this. Those dates coincide with Canadian treaties with the Indigenous people known as The Numbered Treaties.
