So 'splain this to me Lucy. If the round does not segment until impact, how does it compensate for "aim error"?

I guess if you hit the target in a non-lethal area a fragment might reach a vital area.
I think it is a better just to learn how to shoot!
Is it possible a defective round could fragment in flight creating collateral damage? Pretty scary!
