The work style appears to be that of Michael Prater of Painted Pony. Looks like dark horn with an ivory cigar band with red and nickle silver spacers on each side of the cigar band. I've seen him use horn like this, but it looked much better with abalone or mammoth tooth as the cigar band. I've also seen Michael Prater use this pattern before but with different materials and far better results.

I agree, this one just doesn't do it for me. ::shrug::
