RMEF KNIFE for Tulsa

One I made of Alabama Damascus with 416 stainless guard and an elephant ivory spacer in front of an stabilized spalted Oregon maple handle. Sheath by me.
Auction next Saturday night at the banquet.

Beautiful knife. Very clean looking! Leather too!

Question: 1.) What is an RMEF knife?
Question: 2.) What does Tulsa have to do with it besides it being for Tulsa?
