What ever it is Scott, it is interesting looking, never seen anything like that in my short time accumulating pocket knives!!! I like it though.

Looks like one of the Parker knives made in the 1970's-80's. Here are a couple I have but mine are stamped with Parker's logo.

Wostenholm in name only, not to be confused with Wostenholm made knives that ended about 40 years ago.
