Seeking info on an old Winchester knife.

My coworker came upon this old Winchester cigar stockman/whittler(?) at a flea market. We are wondering if anybody could give us some info on the manufacturing date, pattern name, handle material, and value. Any information would be much appreciated.

I would say close to the end of the original Winchester production after 1935 my guess. Not a high value on this one.
