Sabre USA Congress?

I have never seen a Sabre two-blade (aka "half") Congress before. I thought Ulster and Schrade made most of the USA-made "Monarch" Sabres, but I don't think Schrade ever did a Congress. So, Ulster or Camillus? Because this is not my knife (found it on OFAS), I can't tell if it's Swinden or not. My Monarch 231, based on the early 881/8OT, on the other hand, is.

Schrade did make the congress pattern, 3" closed, both two blade and 4 blade versions, in the 50's and 60's.

I don't know who else would have made that one, does not look like a Camillus.

Prior to WWII they also made a larger one, I believe 3-3/4" closed.

I am thrilled to see this knife posted! Thank you much. My grandfather gave me his well worn Sabre Monarch over 50 years ago. I carried it as a kid and I still have it, plug tobacco stains and all. I never saw another and never figured out who made it.

None that I could see.

Ulster made their 66 pattern congress for Sabre in the 1960's. It would likely be a different Sabre number though, but I'm sure that's an Ulster 66 knife. They used those covers exclusively for Cole National knives.
