Help with tang stamp/maker

I picked up this little 4 blade knife today. Approximately 2 1/2 inches closed. I think the handles are celluloid with a celluloid shield. But I'm not 100% sure.
All 4 blades are stamped with what I would call a tower with a flag at half staff encircled with little D shaped figures.
I found "Tower Brand" by Holler in Goins, but the stamp doesn't look the same.

I looked through my other books and found nothing.
So here I am......Help!

It is very similar to the John Holler marking. Would it be an 'infringement' for another company to use a logo that looks so much alike ?
Can you show a picture with blades closed ?
Likely German or British.

Here you go. Not the best pictures. I use my tablet.
I thought maybe it could be a later stamp of Holler.
Hopefully someone can help.

I can't see due to knife being slightly tilted but i think it might have sunk joints and if so makes Sheffield more likely. Half sunk doesn't count.

Roland, they are completely sunken joints.
