Looks like a 1978 Case Congress Knife to me .... I saw the 2 dots below the tang stamp.
As for price ????? Well, it's not in pristine shape but book value on a very good condition knife
would be 140.00 fro Delrin and 225.00 for bone .... I would consider these book prices the very maximum .. so take off for a bad economy and then the condition of the knife ....

The knife was made in 1978. The handles are delrin, which you can tell in two different ways, first the shield has the word "Case" without an ellipse inscribed around it which Case used on their delrin knives, and secondly you can see that the color has faded in a way that wouldn't be true for bone.
As far as value, the condition is not great, especially for a knife as new as this one, and the delrin handles reduce the value as well, collectors like genuine bone, on the other hand the 6488 is a very popular pattern.

I buy old pocket knives at yard sales, estate sales etc. if they are priced low, regardless
of condition. I have quite a few.
I missed the two dots on this Case when I was checking it out and I didn't know how to
tell if it was Delrin or not.

Here is a couple pictures of a 6488 XX to USA transition Case. I have a couple questions
about. First what color do you think it is? Second what years was these made? I figured
1964-1969. Last it has some scum type stuff on the blades, like old oil? I do not want to
mess up the original finish but would like to get it off somehow. What do you think about Simichrome? This is a unused and uncarried knife. It was not stored really well. You should
be able to click it up one size.

A very nice 6488 !!!!! Dated 1965- 1969 .... as for the handle color I can't help you out but there are many here on this forum that should and do know. I'm sure someone will be along to answer that question.
HAve you tried Flitz polish on the blades ??? That's what I've been using and it works very well for me.
