how do you remove scuffs from A2 tool steel?

how do you remove scuffs from A2 tool steel?

i just bought a used knife and the seller says that there are a couple of scuffs on the blade. he said that they are rub marks from a water stone, just wondering how to remove them.

scotch brite wheel or belt will remove them without messing up the brushed finish
