I'm going to guess that Schrade made it. No idea on the year(s). My guess is that it was made by Ulster..... probably made about the same time as the PA Old Timers (?) ... Looks just like the 10 OT...

I have a Craftsman Barlow similar to yours. My Barlow is not in
as good condition as yours. Gets a lot of use for outdoor cutting.
